Diana Musliu
Managing Partner
Diana is the founder of Musliu & Associates and has over 20 years of intensive practice in competition law. Her exceptional expertise across law, economics and finance enables an interdisciplinary approach to complex issues faced by clients.
She holds degrees from the Faculty of Law of the University of Bucharest, the Faculty of Economics of Iași University and the Faculty of Electronics and Telecommunications of the same university.
Diana is widely recognized for the high quality of her advice and her ability to manage some of the most complex and significant competition law cases in Romania. She is also highly regarded by clients for her expertise in energy law, particularly in assisting and representing clients in matters involving REMIT-sanctioned practices.

Iuliana Zlatcu, PhD
Competition Economist
Iuliana is responsible for the economic analysis of competition law matters, using advanced economic and quantitative tools to address complex competition issues across multiple sectors. She has applied economic concepts and provided consultancy in assessing the competitive impact of regulations, economic concentrations, cartels and abuse of dominance cases, as well as offering economic support in competition litigation before courts. Iuliana’ experience covers a range of sectors, including retail & distribution, pharmaceuticals, energy and automotive.
She also designs and helps companies implement tailored competition compliance programs, from comprehensive risk audits and competition law assessments to the development of practical competition guidelines and periodic compliance trainings. The programs are customized to reflect each client’s specific industry, operational particularities and risk profile.
Iuliana holds a PhD in Economics from Bucharest University of Economic Studies, with a research focus on cartel detection. Prior to this, she earned a Master’s in Finance and Banking, where she specialized in applied econometrics and macroeconomics.

Andreea Lăcătuș
Senior Associate
Andreea is a Senior Associate at Musliu & Associates and has been part of our team since 2016. Her competition law experience includes assisting clients in pre-contractual negotiations to ensure compliance with competition rules, representing clients in their dealings with the competition authority and designing and implementing competition compliance programs.
In the area of data protection, Andreea supports our clients both with GDPR compliance projects and in interactions with the Romanian data protection authority (ANSPDCP) and data subjects. The sectors in which Andreea provides legal assistance include retail and distribution, manufacturing, fiscal devices, services, insurance, gambling and pharmaceuticals.
Andreea graduated from the Faculty of Law, University of Bucharest and holds the Certified Information
Privacy Professional/Europe (CIPP/E) certification issued by the IAPP.

Zoe Radețchi
Senior Competition Expert
Zoe is a senior competition law expert in Romania and formerly served as Director of the Consumer Goods Directorate at the Romanian Competition Council.
With 27 years of experience in competition law and a deep understanding of both the relevant legal framework and market dynamics, she provides effective and pragmatic approaches to resolving complex cases.

Andrei Grigore
Senior Associate Lawyer

Expert GDPR
Maria specializes in the customization and implementation of GDPR compliance projects and is a Certified Information Privacy Professional/Europe, having served as an external DPO for a wide range of clients across various industries.
She also assists clients before the Competition Council during IT forensic inspections.
She has a degree in Communication and Public Relations, holds a master's degree in Communication and Organizational Behavior as well as in International Economics and European Affairs from ASE Bucharest.

Antonio - Emilian Ivan
Associate Lawyer
Antonio is a lawyer specializing in competition and energy law and a member of the Bucharest Bar, providing advice to companies on competition law and REMIT compliance.
He specializes in regulatory enforcement and market integrity matters, including interactions with national and EU authorities. He regularly designs and delivers competition and REMIT compliance training programs and supports clients in internal investigations and regulatory proceedings.
